The DAAD Helmut-Schmidt-Programme 2025 (Master’s Scholarships for Public Policy and Good Governance - PPGG) is an opportunity provided by the DAAD association for students pursuing a master’s degree in Germany. It aims to contribute to promoting good governance and civil society structures in developing and emerging countries. Selected candidates will receive a monthly scholarship of EUR 992 and other benefits.

Who can apply for this scholarship ?
To be eligible, an applicant must:-
- hold a bachelor’s or equivalent degree with above-average grades in Social and Political Sciences, Law, Economics, Public Policy and Administration
- be willing to actively contribute to the social, political and economic development of their home countries/regions
- have relevant practical experience (professional experience, internships, political/social commitment) for the program
- apply for the specified, full-time Master’s courses mentioned in the announcement document
Note:- The last university degree of the applicant must not be older than 6 years (issued before 1 January 2019).
What are the benefits ?
Selected candidates will receive:-
- A scholarship of EUR 992 per month.
- Health insurance coverage in Germany.
- Appropriate travel allowances between Germany and the respective countries.
- Rent subsidy and family allowances, if eligible.
- German language course in Germany (mandatory).
How can you apply ?
Eligible candidates can apply by following these steps:-
Step 1: Click on the 'Apply Now' button below.
Step 2: Click on the 'Register' button and fill in the required registration details (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the ‘More Detailed Information’ available on page 5 of the 'Current Announcement' document.
Step 4: Identify the relevant Master’s program and note the details.
Step 5: Download the application form and fill in the required information, attach the necessary documents and send it to the provided contact details of the respective Master’s program.
Note:-
Applicants can apply for up to 2 master’s programs at a time.
Applications must be submitted in English or German.
What are the documents required for the DAAD Helmut-Schmidt-Programme 2025?
- A duly filled application form
- Completed checklist and list of criteria
- A letter of motivation
- An updated curriculum vitae
- Copies of higher education academic degrees
- A copy of all transcripts of records
- Proof of relevant experiences
- Proof of English language proficiency

Note:- All documents must be in English/German, otherwise translated.
What are the selection criteria ?
Candidates will be selected based on professional, personal, and academic qualifications by a selection committee in October/November 2025. Shortlisted candidates will be contacted by DAAD and asked to upload relevant documents on the portal. Final candidates will be informed by writing by December 2025/January 2026.
