    What is Hubert H. Humphrey Fellowship Program 2025-26?

    Hubert H. Humphrey Fellowship Program 2025-26 is an opportunity offered by the United States-India Educational Foundation (USIEF) for young and mid-career professionals in leadership positions who have a commitment to public service. The program is designed for policymakers, planners, administrators, and managers in government, public and private sectors, and non-governmental organizations with a public service commitment, demonstrated leadership potential, and a commitment to their own country's development. Fellowships are awarded in the fields of:

    • Agricultural and Rural Development
    • Communications/Journalism
    • Economic Development
    • Educational Administration, Planning and Policy
    • Finance and Banking
    • Law and Human Rights
    • Natural Resources, Environmental Policy, and Climate Change
    • Public Health Policy and Management
    • Public Policy Analysis and Public Administration
    • Substance Abuse Education, Treatment and Prevention
    • Technology Policy and Management
    • Urban and Regional Planning

    The selected candidates will receive a monthly maintenance allowance, tuition & fees, accident & sickness insurance as outlined by U.S. Government guidelines, a modest book and supply allowance, round-trip airfare to the host institution, domestic travel to a Washington, D.C. workshop, and allowances for professional activities like field trips, professional visits, and conferences.

    Who can apply for this scholarship ?

    To be eligible, an applicant must:-

    • hold a completed bachelor's degree equivalent to a U.S. four-year degree or a four-year bachelor's degree itself (Note:- Applicants with a bachelor's degree less than four years may be considered if they have a full-time postgraduate diploma.)
    • possess at least five years of substantial professional experience by August 2025 in the relevant field and be eligible for leave from their current position
    • demonstrate leadership qualities
    • have a record of public service in the community
    • commit to return to India after completing the fellowship program

     

    The following candidates are ineligible to apply for the fellowship programme:-

    • Applicants with less than five years of full-time professional experience by August 2025.
    • University faculty without management or policy responsibilities, except for English language teachers and substance abuse prevention/treatment specialists.
    • Applicants who attended a U.S. graduate school for one academic year or more in the seven years before August 2025.
    • Applicants with more than six months of U.S. experience within the five years before August 2025.
    • Individuals with dual U.S. citizenship or permanent resident status.
    • Participation in recent State Department exchange programs.

    What are the benefits ?

    Selected fellows will receive the following benefits:

    • Tuition and fees
    • Monthly maintenance allowance
    • Accident and sickness insurance as outlined by U.S. Government guidelines
    • Round-trip international airfare to the host institution
    • Allowances for professional activities, e.g., field trips, conferences, etc.
    • Modest book and supply allowance
    • Domestic travel to the Washington, D.C. workshop
       

    Note:- Dependent allowances are not available, and the stipend may not be sufficient to support family members. Additionally, the program includes activities that may not be conducive to participation with dependents.

    Step 5: Fill in the required details and complete the registration.
    Step 6: After registering successfully, log in using valid credentials.
    Step 7: Fill in the required information and upload the required documents in the suggested format to complete the application process.

    Terms and Conditions

    • Placement at a specific university cannot be guaranteed.
    • Federal and state government employees must submit the signed employer endorsement form through their designated agency. 
    • Currently employed applicants must have their employer confirm leave will be granted for the fellowship program in the employer endorsement form.
    • Incomplete applications or those received after the deadline will not be considered. 
    • Applicants must take the internet-based TOEFL (Test of English as a Foreign Language) and demonstrate proficiency in both written and spoken English.
